The mission of the Community Development Department is to give prompt and courteous assistance to the residents of Eagar and future citizens in the development of their property. This Department strives to ensure a safe and attractive community for all.

The Community Development Department  assists with code enforcement issues, floodplain issues, special permitting issues and is also responsible for maintenance of the Town's Geographic Information System (GIS), a digital representation of the mapping and database of the Town's infrastructure.

Community Development

Requests for rezoning, variances, special use permits, and temporary use permits are handled from this department. The Town of Eagar's Zoning Ordinance designates specific uses of land areas as an integral part of the Town's Master Plan.  Floodplain clearances and assistance in the 404 Permit application for construction in the vicinity of the Little Colorado River are also handled from this department.

Items to Consider When Opening a Business in the Town of Eagar

You have found what you believe is the ideal location to open a new business in the Town of Eagar.  Prior to making a commitment to enter into a lease contract or purchase of property, the Town of Eagar would like you to be informed on the requirements of conducting business in the Town of Eagar.  All the information mentioned in this information sheet can be found in The Town of Eagar Code Titles 5, 13, 15, 16 and 18.  The Town Code can be viewed on our web site, www.eagar.com

In order to start a business in the Town of Eagar there are four steps or checks that you are encouraged to complete to have a successful start for your business.  Please use the following as a guide as you plan your project.

  1. Zoning Check: Once you have found a property you are interested in opening a new business at, it is suggested that you contact the Town of Eagar Community Development Department to check if the property is properly zoned for your proposed use.  When you come to the Community Development Department it is suggested that you ask as a minimum the following:
     
    1. What is the current zoning?
    2. Does my proposed use comply with the Permitted Uses for the property as currently zoned?
    3. Are the proposed Accessory Uses allowed for the property as currently zoned?
    4. Does my proposed use require a Conditional Use Permit?
    5. If I have to get a Conditional Use Permit how long might it take to get a decision on the application?  How much will it cost?  Are the fees reimbursable if the Conditional Use permit is not approved?
    6. What are the property development standards?  (i.e. Minimum Lot Area, Average Lot Width, Lot Frontage, Setbacks, Building Size, Building Height, Lot Coverage, Screening and Minimum Elevation.)
    7. What are the General Use Regulations for the Property?
    8. Is the property located in a Regulated Flood Hazard Area?  (If the property is located in a special flood hazard area it may increase the total cost of your project significantly.)
    9. Can I do a Minor Land Division?  Is it a Subdivision?
    10. Are there any zoning fees required to be paid based on the proposed use of the property?
    11. How many and what size of signs can I have for my business?
    12. What is required to have the design of my building approved and how long does it take?
       
  1. Building Permit Check:  During your visit to the Community Development Department, the following minimum questions should be asked or considered: (If incomplete plans are submitted, the Community Development Department may not be able to provide all the information that you may need to plan your project.)
     
    1. What are the current adopted Building Codes?
    2. Do I need to use a Licensed Contractor?
    3. Do I need to have an Architect/Engineer draw my plans?
    4. What are the Building Permit Fees, Impact Fees?  After I have submitted my plans and paid the permit fees and decide not to go forward are my fees reimbursable?
    5. I am doing a change of occupancy; do I have to comply with the current Building Codes?
    6. What are the requirements for a Change of Occupancy?
    7.  Is a pre-construction meeting required?
    8. What are the minimum documents/plans that I need to submit to have a plan review?
    9. How long does it take to have the plans reviewed and a permit issued?
    10. What are the fees and when do they have to be paid?
    11. Do I need approval from outside agencies? (Fire Marshall, Health Department, etc.)
    12. Once my permit is issued how long is the permit valid?
    13.  What are the required inspections that I should have?
    14. Are there special inspections required from outside of those provided by the Town of Eagar?
    15. How soon can I get an inspection after I have requested one?
    16. When can I get my Certificate of Occupancy?
       
  1. Water and Sewer:  Prior to making an offer or entering into a contract, you should contact the Town of Eagar Water Department to make sure water and sewer service is available to your property.  Doing this will give you an idea f how long it will take you to get services to your property when you need them.
     
  1. Business License:  Every business, including rental property, in the Town of Eagar needs a business license.  Contact the Town of Eagar Town Clerk for Business License requirements.

Community Development Director-Bruce Ray

Bruce Ray came to work for the Town of Eagar after retiring from the United States Air Force in 1995,  Bruce is the Community Development Director and is responsible for Building Safety (Certified Residential Building Inspector), Planning and Zoning and is also the Floodplain Manager.  Bruce enjoys serving the citizens of Eagar and has the desire to keep Eagar's identity as a family oriented, rural community.  Bruce has deep roots in the community, his Great Grandfather homesteaded what is now the 26 Bar Ranch in the 1880's. When he is not serving the Town of Eagar he enjoys his family, gardening, fishing and serving in his church.

 

 

 

 

 

 

Building Inspector/GIS Coordinator-Elecia Henderson

Elecia was born in Grand Canyon, but spent the bulk of her childhood in Colorado.  She has always lived in rural communities and loves the small town character of Eagar.  She went to work for the Town of Eagar in 2003 and became a certified building inspector in 2006 She and her husband, John  moved here in 1985.  They have 3 children and 3 grandsons.   Her interests are playing with the grandkids, horseback riding, tennis and golf.

 

 

Planning and Zoning Commission

Meetings of the Planning Commission are held the third Thursday of each month, in which variances, zoning requests, subdivision plats and conditional use permits are discussed. The Planning Commission meets to review the technical merit of proposals, then forms a recommendation to be made to the Council.  The public is invited to participate in the Planning and Zoning  Meetings.

David Rohlader

Born: 12/18/1938 in Washington, DC.  I lived for many years in my Grandfather’s house, traveling with him to Coast historical sites and museums in support of our interest in history and technology.  I married Dorothy Alice Breen on June 24, 1967, in St. Mary’s Church in Alexandria, VA.  Dottie and both of our children graduated with honors from college and I am self-educated beyond my 2 years of college.  Both of us are very proud of our two children, and three grandchildren, all boys.  Since moving to Arizona, we have both been learning to “cowboy” by working as volunteers on a working cattle ranch, the XDiamond Ranch, while my hobby is repairing saddles, bridles and creating other leather tack, we engage in fence repair and maintenance, branding and herding cattle. I am playing my Celtic Bouzouki with the Round Valley Community Orchestra, and play bluegrass with a small informal group of friends.  We reside in a small log home, in Eagar, where we have interests in photography, the work of local artists, astronomy, history and archeology, as well as horseback riding and hiking in the White Mountains around our home.  Currently, Dottie is one of the Directors, and I am President of the Little Colorado River Chapter of the Arizona Archeology Society, and we are site stewards for two prehistoric pueblos, monitoring them monthly for vandalism and deterioration due to animal or weather influences.  I work with local schools to allow students to experience our universe through the lens of a telescope many East.

Building Department

Plan checks, permit approvals, and on-going construction inspection is handled from this department. To schedule an inspection, please contact the office at least 24 hours prior to the inspection at
928-333-4128 ext 228 or 230.
